allow gmail and block secure (https) web pages

Is it possible to Google mail (https://mail.google.com) but block other secure (https://) sites? It seems that the only way I can get Google mail is to click "Secure Web Pages" in the "Allowed Services" panel, but that seems to allow all secure sites. I can't even block individual ones on the "Blocked Sites" panel.
